On Saturday, US President Donald Trump announced a significant reduction in the US troop presence in Germany. The decision has escalated tensions with Chancellor Friedrich Merz.
This planned withdrawal has encountered bipartisan criticism in Washington. Democrats have expressed swift opposition, while Republicans have voiced concerns that it may send a signal to Russian President Vladimir Putin, especially in light of Putin’s ongoing invasion of Ukraine, which has now entered its fifth year.
The decision reflects Trump’s frustration with European allies, who he perceives as reluctant to support his campaign against Iran alongside Israel. Trump has already openly criticised various leaders, including Merz, Spanish Prime Minister Pedro Sánchez, and British Prime Minister Keir Starmer. Last week, Merz condemned the conflict with Iran, asserting that the US is being “humiliated” by the Iranian leadership, and he highlighted Washington’s lack of strategic direction.
In another manifestation of rising tensions, Trump has accused the European Union of failing to comply with existing trade agreements. He has also announced an impending increase in tariffs on EU-produced vehicles, raising them to 25%. This change may pose significant challenges for Germany, which is a prominent automobile manufacturer. One EU lawmaker has called the tariff increase “unacceptable,” arguing it breaches US trade commitments.
Following immediate Democratic pushback on Friday, senior Republican leaders of the armed services committees in Congress expressed substantial concern about the troop withdrawal. Senator Roger Wicker of Mississippi and Representative Mike Rogers of Alabama indicated that this decision risks compromising deterrence and conveying the wrong message to Putin. They also noted the Pentagon’s cancellation of the planned deployment of the Army’s Long-Range Fires Battalion.
Wicker and Rogers emphasised that any significant alterations to the US military presence in Europe necessitate thorough review and coordination with Congress. They expect the Department of Defense to engage with relevant oversight committees in the upcoming days and weeks to address this decision and its implications for US deterrence and transatlantic security. Furthermore, they recognised Germany’s commitment to increasing its defence spending in response to Trump’s requests, while also providing US forces access to its bases and airspace in the context of the conflict with Iran.
