EU and Jordan enhance strategic partnership with €135 million financing agreements

On 7 April, in Amman, Commissioner for the Mediterranean, Dubravka Šuica, formally signed financing agreements totalling €135 million with Zeina Toukan, Jordan’s Minister of Planning and International Cooperation. These agreements are designed to enhance collaboration in key areas, including education and skills development, security and migration management, and economic resilience and the business environment. This initiative represents a significant advancement in implementing the EU-Jordan Strategic and Comprehensive Partnership (SCP). The signing ceremony occurred during Commissioner Šuica’s inaugural official visit to Jordan.

“Jordan remains a key stabilising force in a challenging region, and we deeply value its constructive role in its neighbours. Today, we see clearly how our Strategic and Comprehensive Partnership is delivering concrete results on the ground – turning shared commitments into tangible benefits for people. The agreements signed today will further boost investment and strengthen EU–Jordan economic ties, creating new opportunities for growth and jobs. Looking ahead, the Pact for the Mediterranean will offer a powerful framework to unlock even greater potential – bringing our regions closer together and building a more resilient, connected, and prosperous future for all,” stated Dubravka Šuica.

These agreements encompass a comprehensive range of initiatives under the EU-Jordan Sustainable Cooperation Partnership (SCP). A significant €30 million allocation is designated to enhance technical and vocational education and training. This funding aims to improve educational outcomes, develop essential skills for youth, and foster long-term resilience, with an emphasis on human capital development. Moreover, it seeks to promote greater inclusion of women, young individuals, and persons with disabilities in Jordan’s political and economic landscape.

Additionally, a commitment of €25 million will be directed towards strengthening integrated border management and internal security. This investment is intended to bolster collaborative efforts against cross-border threats, thereby reinforcing both internal and regional stability in Jordan.

Another pivotal aspect of the SCP is the commitment to support Jordan’s efforts in assisting Syrian refugees and their host communities, with an allocation of €80 million. This underscores the European Union’s enduring solidarity with Jordan and acknowledges the country’s substantial role in hosting refugees.

Lastly, the SCP includes support for the Aqaba Digital Hub, with €12.3 million allocated to expand its data capacity. This funding will be provided through a loan from the European Bank for Reconstruction and Development, guaranteed by the European Fund for Sustainable Development Plus. This initiative is designed to strengthen Jordan’s position as a digital gateway connecting Europe, Africa, and Asia.

Jordan is a key partner of the EU, having formed a Strategic Partnership in January 2025. The EU has committed €3 billion to support various initiatives from 2025 to 2027. An EU-Jordan Summit was held in January 2026, with an investment conference planned for later this year.
