Approximately 30 officials and cybersecurity experts from the European Union (EU), EU Member States, and Indonesian government agencies attended a workshop on communication responses to cybersecurity incidents.
Over two days, participants focused on key aspects of effective communication during cyber incidents to maintain public trust and enhance stakeholder coordination. The EU Delegation to Indonesia and Indonesia’s National Cyber and Crypto Agency (BSSN) co-organised the event, supported by the EU project Enhancing Security Cooperation In and With Asia and the Indo-Pacific (ESIWA+).
Indonesian attendees represented various ministries, while EU Member States like Finland, France, Hungary, and the Netherlands showcased a unified “Team Europe” approach. Lieutenant General (Ret.) Nugroho Sulistyo Budi, Head of BSSN, highlighted that “building digital trust is essential for long-term cyber resilience” and emphasised the importance of clarity and empathy in crisis communication.
H.E. Denis Chaibi, the EU Ambassador to Indonesia, noted that cyber threats extend beyond technical attacks, including disinformation and public opinion manipulation. He reiterated the EU’s commitment to collaborating with international partners in the Indo-Pacific for a secure digital future.
Participants learned about crisis communication principles and crafted strategic responses during simulated cyber crises. Indonesia’s Presidential Regulation Number 47 of 2023 emphasises the need for coordinated cyber crisis management and transparent communication. The EU has also developed tools to address hybrid threats and improve cyber resilience.
