Commission launches helpdesk to support EU SMEs comply with sanctions

European Union

The European Commission has unveiled an innovative one-stop shop designed to provide invaluable support for small and medium-sized enterprises (SMEs) traversing the intricate landscape of sanctions compliance. The EU Sanctions Helpdesk serves as a beacon of guidance, offering a comprehensive suite of services specifically crafted to empower SMEs in adhering to EU sanctions across the globe, ultimately mitigating the risks of non-compliance and the financial burdens accompanying it.

As a crucial element of the EU’s foreign and security policy, EU restrictive measures—commonly referred to as sanctions—play a pivotal role in promoting international stability. The EU oversees over 40 global sanctions regimes, each embodying diverse restrictive measures. These range from targeted actions such as asset freezes to expansive sectoral approaches encompassing finance, trade, energy, and beyond. In this era of intensifying global tensions, the landscape of EU sanctions is evolving rapidly and extensively. The complexity of these sanctions can instil a sense of trepidation among businesses, often leading to risk-averse behaviours that complicate compliance efforts.

“The EU has over 40 sanctions regimes globally to prevent conflict or respond to current or emerging crises. The growing use of sanctions can make the activities of our SMEs more complex. That’s why we are launching the EU Sanctions Helpdesk. Through its resources, events and, especially, its Compliance Support Service, this one-stop-shop will help SMEs understand how to comply with sanctions and assist those SMEs that find it challenging to perform due diligence independently. This is what our SMEs deserve – they are the engine of the EU economy, and the Commission will always do everything in its power to support their vital work,” Maria Luís Albuquerque, Commissioner for Financial Services and the Savings and Investments Union, said.

To counteract this trend, the EU Sanctions Helpdesk strives to cultivate robust compliance practices while combating over-compliance pitfalls. By fostering a spirit of confidence among financial and business partners, the helpdesk aims to lessen the weight of compliance costs on SMEs.

Offering personalised support, the helpdesk provides EU SMEs with essential assistance in conducting sanctions due diligence checks—all free. Its user-friendly website will become a treasure trove of sanctions-related information, featuring country-specific guidance, timely events, practical tips, insightful lessons learned, and much more.

By encompassing all UN and EU restrictive measures, the helpdesk equips SMEs with the critical knowledge needed to navigate the often-turbulent waters of sanctions compliance with assurance. This vital resource can help European businesses retain legitimate opportunities, safeguarding them from the pitfalls of uncertainty.

While larger corporations may also find value in these services, the helpdesk is primarily dedicated to SMEs, which typically face greater challenges due to limited compliance resources. The helpdesk will engage in meaningful outreach and awareness-raising activities by collaborating with public authorities, business support entities, financial institutions, and international sanctions and compliance organisations. Through workshops, joint events, and training sessions, the helpdesk aims to illuminate the path to compliance, ensuring that SMEs are not left in the shadows of uncertainty.
