"Russia is continuing its deliberate strategy of terror - trying to make daily life unbearable for Ukrainians. Today's disbursement will help strengthen Ukraine's defence industry," said European Commission President Ursula von der Leyen.

The European Commission has announced the disbursement of €1.24 billion as part of the defence component of the €90 billion Ukraine Support Loan. This funding is specifically directed towards acquiring drones, drone interceptors, drone ammunition, and missiles produced by Ukrainian manufacturers.

“Russia is continuing its deliberate strategy of terror – trying to make daily life unbearable for Ukrainians. Today’s disbursement will help strengthen Ukraine’s defence industry. And Ukraine’s ability to defend itself. To protect people and infrastructure,” said European Commission President Ursula von der Leyen.

The overall structure of the Ukraine Support Loan includes an estimated allocation of €60 billion for defence and €30 billion for budgetary assistance for 2026–2027. For 2026, €28.3 billion is earmarked to enhance Ukraine’s defence industrial capacity, with additional disbursements planned under this defence initiative in the coming weeks.

In February 2026, the European Parliament and the Council adopted Regulation (EU) 2026/467, which allocates up to €90 billion to support Ukraine. This funding focuses on strengthening defense capabilities and maintaining essential state functions. Following Ukraine’s Financing Strategy in March, the Council issued an Implementing Decision on April 23 to detail the year’s assistance, aiming to modernise Ukraine’s defence industry and integrate it into the European defence framework.

The European Union remains committed to supporting Ukraine’s defence, recognising it as a priority. By providing critical resources such as drones, interceptors, ammunition, air defence systems, and missiles, the EU aims to help Ukraine address urgent battlefield needs and reinforce its defence against ongoing aggression.

All funding decisions respond to Ukraine’s evolving requirements and are subject to established conditions and monitoring. Since 2022, the EU and its Member States have provided a total of €228.7 billion in comprehensive support to Ukraine, which includes €3.8 billion derived from immobilised Russian assets.

For the remainder of 2026, Ukraine has €32.5 billion available in financial support, with €28.1 billion designated for disbursement under the Ukraine Support Loan—comprising €15.4 billion for the defence industrial capacity and €12.7 billion for budgetary support.

Furthermore, €4.4 billion in budget support is still available under the initial Ukraine Facility for this year. In total, this provides over €17 billion in budget support accessible for 2026, contingent upon fulfilling the conditions outlined in the Ukraine Plan and the Memorandum of Understanding.
