Croatia: State Secretary Lucić presents bill on dual-use items

State Secretary for Foreign Trade and Development Cooperation Zdenko Lucić on Thursday presented to the Parliament the bill on controlling dual-use items. Dual-use items are goods and technologies that may be used for both civilian and military purposes, whose traffic needs to be controlled in order to prevent their misuse.

A legal framework has been set up on national and international levels regulating the control of dual-use items, preventing them from being used as illegal weapons of mass destruction or for violating human rights and the international humanitarian law.

The goal of controlling such items is to prevent act of terrorism and protect human rights, notably by controlling items used for cybernetic surveillance, which can be used for repression and violations of the international humanitarian law.

The bill defines conditions for granting import permits as well as permits for brokerage and technical assistance in regard to dual-use items.
